REFAP was established to help more Aboriginal people gain skilled, long-term employment in Pilbara workplaces. REFAP is the operator of the Community Development Program (CDP): Under the CDP, future employees and employers benefit from a range of innovative and effective free services that give them the resources and guidance they need to succeed, such as:

- community support
- connecting job seekers in the Karratha region
- workplace mentoring
- hosted work placement
- employer incentive scheme
